I think I understand the problem.
Her mother talks with my wife on her mobile phone (it's written Mobile as the receiver in the call logs). The rate is more expensive with mobiles?
Because the Japan rate doesn't fit to the amounts charged.

Hi to all! My wife use to call regularly in Japan, and the rate is cheap. The FPL fee is 5$ at the time, the charge is automatic when there's no funds anymore.
