How do I know the ATA device is locked or unlocked? Is there a way I can test it?

I'm new to FPL. Currently, I'm using ItalkBB and would like to switch to FPL once the contract is ended next month. From the posting I read, I can still use my ATA from ItalkBB (they use Linksys 2102) and transfer my number to FPL ($25 fee). In addition to that, I also need to buy the Unlock Key $79...
