Exactly what provider that you choose depends on your needs and there are a lot to choose from. I have a local number from one provider ($1 per month) and make most of my outgoing calls with another.

I am not sure what you mean. I do not have a landline and use voip for incoming and outgoing calls. I really can't use Fongo for incoming (and most outgoing) as their service in not good in Newfoundland so I have to use other voip providers. I am not sure what you mean by "...most applications ...

If you have ported your number and paid the fee you can use the credentials that you have on one phone at a time and (typically) that could be on an ATA or on a mobile using the CSipSimple (or similar). From you dialplan it looks like 514 394-5555 should not work. Try changing |011xxxxxxxxxxxx.| to |011x.| and dialing 0115143945555. or adding an entry for the 514 area code if that is what you want. +I used an SPA3102 that way for a number of years and it worked very reliably. It is possible to call in on the voip line and transfer the call to the local pots line which can be useful if calling from abroad to number local to your home phone. I no longer have a POTS phone.

As Jake says, the PAP2 has nothing to do with WIFI. The PAP2 connects via ethernet to your router (or perhaps the modem/router) and gets its IP etc. from there and this should not involve wifi at all. It you have separate accounts on each ATA then there should be no problem with SIP/voip as long as each ATA has its own internal IP and set of ports forwarded from the router. Long shot but check the power supply (should be 5 volts + a little off load) as they sometimes degrade and this can result in poor performance from the ATA.

Try going through the reboot cycle. Turn off the PAP2, router and modem and wait 10 minutes. Then, turn on the modem,wait until connected and then turn on the router - once connected then turn on the ATA. Does it work?

Yes, your problem almost certainly come for failing to forward required port from the router to the ATA. You might find that running STUN will do the trick.

You need to make sure that you have configured your computer to allow port 13000 to be used. That would be in whatever fire wall configuration that the computer has.
