Fongo Wireless is basically just a data plan. You don't get any numbers with it directly, just the use of data over the Rogers wireless network.
To make calls and send text messages, you can use the Fongo Mobile app. You can do this without having Fongo Wireless however.

If the other person is also using Fongo, then texting their Fongo number is free. 1. If you want to text a Canadian Number, you will want the Canadian Texting plan. 2. If you have a texting plan (any texting plan) you have a chance of getting verification codes through. I think I would uninstall Fongo from your second phone and reinstall it again.
The important thing is to make sure you are using the official version from the Google Play store and not some other 3rd party marketplace or app source.
