If you have decent wifi internet in Nicaragua, the Fongo app should be able to make and take calls, results may vary though. I would remove the call forwarding when in Nicaragua

I just checked my Moto E 2020. You are right, it stays white. Checked my LG G7, and LG Velvet and it is coloured. If you have decent internet in your area of Central America, you could hook up an old school telephone system to the Fongo adapter, and be able to make and receive phone calls in Central America with that phone system. It is not needed but nice to have. Probably not that practical for your purposes....

You can certainly port a number to the Fongo app without the need of an adapter. A one time porting fee of $25 is required though, if you want to port over the number to Fongo. It would interesting to see if the Fongo Desktop App for Windows 10 is actually an Android app for Windows 11, assuming Windows 11 is supposed to be able to run Android coded apps.

The cost depends on the peering agreement the telco has with the telco on the other end. There is also a profit margin to maintain. Telcos are here to get paid. But yeah, the actual cost is much lower.

I do not think there is a mechanism to actually collect the 911 fee. Saying that, don't call 911 to test the service out. This costs Fongo money, and if it gets abused too much, we are in for fees in what is now a free or low cost service. If you do feel you might need 911, just get an un activated ...
