How to properly turn off the router and ATA?

How to properly turn off the router and ATA?

I have router and ATA powered from the same power bar. If I leave home for long, I have the habit to turn off the power bar. I expect my FPL phone automatically goes to the voice mail. However, when I call my FPL phone number after I turn off the power bar, what I heard is "busy tone", instead of "voice mail greeting". I guess I did not properly "exit the FPL system", but don't know what to do. i.e. If the router and ATA powers are turned off voluntarily or by power outage, how can I avoid people who calling me from hearing "busy tone"? how to let them go to my voice mail immediately after router and ATA are out of power?

This is a known feature/bug of FPL. I believe it will eventually go to voicemail once the system has worked out you are not there any more.
