Deux-Montagnes, Quebec. A free calling city?

I'm hoping someone can confirm or deny if Deux-Montagnes, QC is a free calling city. St-Eustache is listed as a free calling city, which is right next to us, and we are often considered the same town, even the post office considers us the same town as we used to be part of St-Eustache. Is there a way to find out if we are included as a free calling city?
