Phone Make Free Local calls from and to Portugal? Pls Help!

I'm newbie and techie illiterate.
Just moved to Portugal and looking to make local calls only.
Can I use this system totally free to make such calls. Or does it work only from here to call Canada or within Canada.
Not looking for a system to pay fees.
Please explain or suggest what to do, in non-techie language.

As long as the quality of your internet connection in Portugal is good, you can make and take the same Canadian calls as you would if you were using Fongo in Canada. Where you are in the world makes no difference as far as Fongo is concerned. Phone calls to Portugal with Fongo would be considered long distance as far as Fongo is concerned, and anyone calling your Fongo number is calling a Canadian number, and will be billed according to their phone plan.

Thank you but perhaps that is not what I am asking. Please allow me to rephrase.
I am in Portugal and I do not want to call Canada. I live in Portugal and from Portugal I wish to make local calls meaning call other numbers in Portugal.

Basically, no. Sorry.
The free calls are only for certain cities in Canada. You can call other parts for the world, but that needs calling credits which you have to pay for.
