Municipal 911 tax in quebec

There is a 0.40$ every month starting 1st december 2009 municipal 911 tax service . Do we have to pay that on our FPL line ???

I'm not entirely sure if that tax applies to non-quebec based phone carriers either. The translation I found of the one page was rough though.
