Will I be able to call home from the US using my iPod Touch 4G with the Dell Voice app for example at a Starbucks?

Yes ... subject to being on their wifi, and and assuming that they have their system set to allow VOIP traffic. If you are using your data on your smartphone in the states, be aware of potential hefty roaming charges.
But, non-cost-wise, as long as you have data or unblocked-wifi access, the app should work as you want it to ... to place and receive calls. Your physical location does not matter.
