I was using Free Phone Line for several months now (in that I had it running on my windows 7 machine) it was working when I got it initially and wanted to cancel my basic phone line in favor of of this service due to the lack of calls I generally make.
I was going to opt to run it on my windows 8 laptop and FPL running on it as my main phone line but for the last few days (at the very least since I'm not sure the last time I've received a call on it) anytime I tried to call it, it would say 'the person you are trying to reach is not available, please leave a message' without the program acknowledging the fact that a call was made (It does mention it in the call log on the website though and while I can check the voicemail message, there's no indication of any on the program itself either), I also tried to set it to forward the call to another number, it still did this as well.
The 'test connection' option in the program on windows 8 did test successfully and on both computers I was able to get outgoing calls to work (they did seem to run smoother on windows 8 but still no incoming calls.
I don't know if having it on two computers is causing the issue (I don't run it at the same time on both computers mind you).

Dial *73 to cancel the call forward option.
Also, you can't run FPL desktop application simultaneously on 2 devices.

*73 gives me a popup the reads 'this number is invalid' the issue was coming up before I selected call forwarding
It's never been at the same time I had them running, it was always shut down one (turning the computer off entirely), use it on the other, once it's working it'll entirely be on the laptop.
Edit: I just completely uninstalled it from my tower so only my laptop is running it and is signed in with it, above still applies.

I am not familiar with the desktop app, but this sounds like a NAT firewall issue to me, unless DND (do not disturb feature) has been enabled by accident.
