busy signal for long distance and oper lady

hey, cannot find a phone support number anywhere..... whenever i call internationally it will either give me a busy tone or an operator lady will come on saying that my account is already in use? what does that even mean? i have sufficient funds in the account....40$ but it keeps kicking me off for international calls, and yet i have no problems with any local calls. whats the deal?
