Home phone number not working properly

I am using freephone line for years . No problems .
Just recently with phone calls to Poland ( not a mobile - land lines - numbers I have been calling for years ) I am getting busy signal and if I wait around 10sec-15 sec I am getting connection for next 10sec and I am getting disconnected .
I have $ in my account .
Need some help . Thanks in adv .
