311 in Toronto not working

I tried 311 for first time it came in works.
Cant dial or get message Not have enough money to place 311 call.
Why?

You can't dial certain short numbers. You will have to find the long format of the number unfortunately.

OK. Found out this from city web page.

Phone within Toronto city limits: 311
Phone outside city limits: 416-392-CITY (2489)
(Can be used within Toronto if you can't reach 311.)

TTY customers: 416-338-0TTY (0889)

Hi mjbad2,

If you are an IT-guy, then you could program the substitution of 311 to the City of Toronto Service Department number. Every ATA box is slightly different.

I wrote this message because i couldn't get it to work and just wanted to confirm.

And of course as soon as you say to "Just try it" it does work for me.
