Do I need a plan for this? I just get Fongo, I have a US number associated with Google Voice, I dont receive texts or calls from it. (was testing Fongo)

No you don't. to send yes but not to receive. I don't see why you wouldn't get calls or texts from a US Google Voice number. I know I have played with it in the past and got them without problems.
I'm sure others will tell you the current state though as I know a few here actively use GV.
Have you looked at your online call logs? That won't help much tracking down missing texts but it will show if the calls are hitting the Fongo system. Just login online and you should be able to see them there.
