Cnd Fed Gov. most important Customer Service Line has a sliding working hours according to the time Zones of the Incoming Calls.
Their description of how they determine the Time Zone of the Incoming Calls is:

In the context of the above description,
What is/are Time Zone(s) of the FPL and Fongo as a "Service Provider"
(I guess it is time zone where FPL and Fongo VOIP/SIP Servers are ?)
serving BC phone numbers
and
serving Atlantic phone numbers
?
Can customer set the Server's time Zone of his/her FPL or Fongo phone numbers ?

They most likely determine your time zone based on your ANI. To check to see if my guess is correct, use your FPL phone to dial 1-800-437-7950. This service will read you your Calling ANI and Charge ANI. Let us know the first six digits of each ANI.

1) Why is not CPN (instead of ANI) 'read' by receiving side?
2) Why some SIp/VOIP providers ( eg. "PACKET8") are able to have "NO ANI" for both blocked and Unblocked outgoing calls? Eg:
