I'm going to say upfront that I have never encountered that error and have no clue what it means. So if someone comes along and says for sure what the solution is, ignore this post.
I would follow the steps below carefully in the order they're listed:

1. Run an anti-virus/anti-trojan/anti-malware scan on your computer.
2. Check to ensure there isn't a problem with your OS (based on the one listed in your profile): visit https://www.eightforums.com/tutorials/3 ... ml#option2. Run sfc /scannow from an elevated command prompt. Instructions are similar for Windows 10 and 11: visit https://www.majorgeeks.com/content/page ... annow.html.
3. Run windows update

For Windows 8,
a)Swipe in from the right edge of the screen, tap Settings, and then tap Change PC settings. (If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, click Settings, and then click Change PC settings.)
b)Tap or click Update and recovery, and then tap or click Windows Update.
c)Tap or click Check now.
d) Install updates

For Windows 7, visit https://www.wikihow.com/Check-for-Updates-for-Windows-7.
For Windows 10, visit https://www.tenforums.com/tutorials/480 ... -10-a.html
For Windows 11, visit https://www.elevenforum.com/t/check-for ... ates.5058/

4. Download the free version of Revo Uninstaller: https://www.revouninstaller.com/start_f ... nload.html and install it.
5. Uninstall any previous Freephoneline installation using Revo Uninstaller. Backup your registry, and create a system restore point if given the option. (Safe) Scan for leftover traces of FPL (Freephoneline) in your registry using Revo Unistaller. Remove them. Uninstall Revo Uninstaller afterwards if you wish.
6. Reboot computer
7. Freephoneline uses Java, so ensure your 32 bit version of Java is up to date: https://www.java.com/en/download/manual.jsp. If you encounter Java errors, uninstall all versions of Java on your computer. Then install the latest 32 bit version of Java again.
8. Delete the Freephoneline installer file that you downloaded previously.
9. Download Freephonline desktop app again after logging in here: https://www.freephoneline.ca/downloadDesktopApplication
10. After downloading, temporarily disable any VPN clients you may be running on your computer.
11. Right click on the file you downloaded, and select "run as administrator"
12. Allow Freephoneline to install completely.

Keep in mind that it's possible for antivirus products to interfere with the installation of safe files.

If the desktop app successfully installs but you can't get it to run, try right clicking on it, and selecting "run as administrator"

If that doesn't work, sorry, I'm out of ideas. Typically I would look at Event Viewer, but that's probably just going to say FPL installer crashed.

Unfortunately, this app has been out of development for years now. I'm not sure that you'll receive further advice.

http://forums.redflagdeals.com/fongo-at ... #p27011164 - link does not work
https://www.fongo.com/app/desktop/ page could not be found

went here...

https://www.freephoneline.ca/downloadDesktopApplication tried downloading mac version (Im on mac 10.11)
I can download the DMG, click it, move the app to applications folder. Will not open. Says "damaged, move to trash" which I did.
First I was using Chrome, then I tried Firefox but got the same issues; "app is damaged and should be moved to trash"

If you have problems installing the desktop app, visit viewtopic.php?f=8&t=19063&p=74810.
- this help topic is all about windows, not mac.
- there was no "right click run as admin" maybe that's a windows thing?

Those links weren't in this thread until you posted them, so I don’t understand where they came from.

Which is step 9 (above)

there was no "right click run as admin" maybe that's a windows thing?

The instructions are for Windows (which the subject heading this thread mentions). I don't use a Mac (I have PCs), and I have no clue whether the desktop app works on Macs anymore.
Perhaps using Gatekeeper might help: https://osxdaily.com/2016/09/27/allow-a ... atekeeper/.
You can try to submit a ticket to see if anyone will respond about your situation: https://support.fongo.com/hc/en-us/requests/new. I have no other suggestions for Mac users since I am unable to test on one.

When the "app is damaged and should be moved to trash" message comes up, it is usually solved with a Gatekeeper setting as Liptonbrisk has said.

This is one example viewtopic.php?f=8&t=18931&p=74309

I would not use the Freephoneline windows app as a metric for quality on the SIP settings. I would personally use the Fongo Android or iphone app, and if that works well with your internet setup, the SIP setting should work fine also.

There is no support for the Freephoneline windows app, I believe they stopped maintaining it for quite a while.

the desktop app must exist somewhere on some server to try to re-download it. Are there any archives it might exist on?

Did you have a look at the file properties (of the downloaded app) that was downloaded, with your File Explorer. Right click the file where ever it was saved to on your computer. Check to see if its file properties are unblocked. If that unblock option is not there then the file is good to install, but why you get that error is odd. A lot of windows downloaded files from the web/internet are so Blocked on your computer until you Unblock them.

Hope this may help.

Two people (one of them me) suggested using Gatekeeper to you in this thread.
