Also note that if you make too many registration attempts within 5 minutes you can run into a temporary IP ban with the specific proxy server you're
attempting to register with.

You can also try changing local SIP port to something between 30000 and 60000. If that works, it's a NAT corruption/UDP timeout issue in the router you're using.
If you still have problems, try disabling SIP ALG in whatever router you're using, or, alternatively, switch proxy server to voip4.freephoneline.ca:6060, whose purpose is to circumvent faulty SIP ALG functions in routers.
Anyway proper device reboot order is always modem-->router (wait for it to be fully up and running)-->device you're using to register with FPL
