I have follow me setup and it works fine.
I also have Anveo and when my Internet or ATA is down my calls are transferred to my cell phone
Does Freephoneline have this feature like Anveo ? It does not seem to call my cell when the Internet is down.

Always Call Forward (Follow Me setting) works regardless of whether your FPL account is unregistered for any reason.
You can test this yourself with a free FPL account.
With SIP status showing disconnected at https://www.freephoneline.ca/showSipSettings, Simultaneous, Always Call Forward, is still forwarding the incoming call.
Also, if your ATA is offline, the default failover is FPL's voicemail if Follow Me is disabled.
However, if you enable Follow Me, using the OBi202 guide's method for blocking calls (telemarketers) with FPL won't work:
