How to you signup to FPL with just a landline

I'm trying to purchase a VOIP key and port my existing landline phone number to FPL. I have cable internet, an grandstream HT701 ata device, and a landline number connected to the device from another provider. So, I want to switch to FPL and to get rid of any monthly payments, and I think I have all the stuff I need. But the process to do this requires creating an account first and that involves a) name 2) email and 3) a phone number that will be later used to verify the account through SMS. Since I only have a landline phone and it seems like FPL rejects my phone number because they don't support SMS to landline, I can't sign up? Do I have to get a cell phone which can receive text messages to sign up first? Can I use anyone's cell to do this? I don't understand why a SMS is necessary in the signup process? Is that the only way?

For account creation, please submit a ticket: https://support.fongo.com/hc/en-us/requests/new.

For the issue type, select "Freephoneline Desktop Application"-->"Activation code assistance"
I appreciate that you're not interested in the desktop app, but this is just for initial account creation.

In the ticket, please explain that you don't have a cell phone that can receive SMS.
