That's good that you discovered the problem. To me, this would fall under a hardware issue/defect. You can try getting a new power supply and generally avoiding cheap counterfeit products on eBay and Kijiji (I'm not stating that your product is counterfeit, but the SPA2102 was discontinued in 2012; listings making claims that a brand new product is being sold are suspect, especially if any of those ATAs are sourced from China). I can't speak for others, but I'm not going to bother trying to create workarounds for hardware issues since another problem could occur or worsen. One thing to check though is to ensure that you're not connecting the ATA to any phone jack in a house where power from the Telco's line is still running through the phone jack. If power is still running through the phone jacks, you run the risk of frying your ATA. If you attach an ATA to existing phone jacks in a house, the telco's line needs to be disconnected at the demarc.
My advice is to either get a new ATA or try a new power supply. If you need to buy a new power supply, depending on the amount of money required, I would lean towards using that money to buy a new ATA instead when a discount or sale appears.

Obihai OBi200 and OBi202 ATAs are sold at Newegg Canada and occasionally go on sale a few times each year. AcroVoice is the only other authorized Obihai retailer in Canada and sells OBi302 ATAs, which don't support Google Voice. OBi300 also does not, officially, support Google Voice and can probably be obtained from Acrovoice if you ask them. I'm not going to answer questions about Google Voice on these forums, but the difference is the 300 series doesn't officially support Google Voice while the 200 series does. These are the most powerful ATAs intended for regular residential purposes due to their powerful call routing features, which other ATAs lack. However, Obihai does not have a good reputation for customer support and has angered the online community, in particular at dslreports, by discontinuing official firmware development for the older OBi100 and OBi110 series ATAs:
