Java Runtime Environment Was Not Found error

I have the latest Java installed, Windows 7.

I receive this error when I attempt to launch the desktop application.

Please provide a solution.

I can't get the desktop to run, I have a Java Runtime error when I attempt to launch. Has support for this application been abandoned?

Please don't crosspost in multiple discussion areas about the same issue. Thank you for your future consideration. Troubleshooting in multiple threads about the exact same issue becomes confusing.

The desktop app has been out of development, as far as I can tell, since February 23, 2013. However, I am able to install and run it perfectly fine on three different computers running Windows 10 version 1809 (OS Build 17763.253) 64 bit edition. Beyond what's suggested at viewtopic.php?f=8&t=19063&p=74810#p74810, I have no other ideas. The instructions were written for a Windows 8 user, but they work perfectly fine for Windows 7 and 10 as well, with the exception of step 3.
