I need to leave a voicemail on someone's Bell landline **without ringing their phone*** in Ontario.
I do have a FPL VoIP service (unlocked).

That would only work if Bell landlines have an option that allows people to call in, enter a Bell phone number, and leave a message. As far as I know, Bell landlines don't have that option, and some service providers that used to offer that option, such as Rogers Wireless, removed it due to telemarketing spam. If you want an official answer, contact Bell.
