This issue is not fully solved. I am able to and makes receive calls. However, incoming third party account verification calls for certain accounts are not working. I do not receive any calls for services that use to work before this entire issued started.

I've moved your post to its own thread since incoming call issues are unrelated to being charged for outgoing local calls.

In some cases, services don't allow the use of VoIP numbers for verification. So while a VoIP number may have worked to receive verification calls in the past, a service's security may have been updated to now deny verification calls to the same VoIP number. I suspect that's what happened in your case. That situation has happened to me before using other VoIP service providers to receive verification calls. And if that's the situation where Fibernetics numbers are being now being detected as VoIP numbers when they weren't before, there's not much Freephoneline or Fongo can do about it.

If you're having issues receiving calls from other VoIP users, it could be a SIP ALG/NAT issue involving your router. Try using voip4.freephoneline.ca:6060 for the proxy server, or try disabling SIP ALG in whatever router you're using.

Consider that FPL generates revenue from incoming phone calls or termination fees to its network in addition to the fees paid by its customers. The more phone calls made to Fibernetics' network, the more money they make. So, it wouldn't make a lot of sense for FPL to be blocking incoming calls, unless the verification calls are for a competing service. If you're positive FPL is blocking something (I find this unlikely), then you can try submitting a ticket and asking: https://support.fongo.com/hc/en-us/requests/new.
