no dialtone from my PAp2t

I had to reboot my Rogers connection went down briefly yesterday and when it came back up my phones were down, (no one could call in).
I rebooted my modem and my ATA and I noticed there is no dial tone on the phone. when I pick up the receiver there is no link light on the ATA. I tried logging in to my ATA but no luck it will not accept my credentials, it is up and I can ping it fine,
As per the FPL website my sip status is disconnected.

Any suggestions?

Anyone know where the provisioning file may live for the pap 2t?

Follow the steps, step by step, slowly down the list:

For Hitron CGN3ACSMR and CODA-4582 series gateway modem/router combos from Rogers (and possibly other ISPs)
Open your web browser, and login at 192.168.0.1. Default username is cusadmin.
Select the “Basic” tab and disable “SIP ALG.” Click the “save changes” button.

When new firmware updates are pushed to Hitron devices from Rogers, settings may be reset. Check to ensure SIP ALG remains disabled, periodically, or especially when you have problems.

3. Disable DMZ and all port forwarding in your router(s). Port forwarding is a security risk.

4. Login to your ATA. Specify a high random SIP port in your ATA between 30000 and 60000.
Navigate to Line 1 (or whatever you're using for FPL)-->SIP settings, change SIP Port to a random number between 30000 and 60000.
Do not use the same random SIP port for any other Line. Always choose a different random local SIP port for each Line you're using.
If you've done this before, just choose a new random port number in that range.

Using a high random SIP port may help to bypass SIP ALG, and it also helps to avoid SIP Scanners (or hackers).
Also, changing local SIP port will reset a potential corrupted NAT association that developed between your router and ATA due to UDP timeouts.

If this step works, you were dealing with a corrupted NAT association that developed between your router and ATA.

click "Save Settings" button

Reboot ATA, and test with an incoming call.

If changing the local SIP Port in your ATA works, take a look at point #4 in the post below this one because being able to adjust UDP timeouts in your router would make this issue less likely to reoccur.


5. Try Proxyserver "voip4.freephoneline.ca:6060" without the quotation marks. Visit viewtopic.php?f=15&t=16294 (look at page 6 of the .pdf).
If that's the proxy server you were already using, then try voip2.freephoneline.ca

Click "Save Settings" button. Reboot ATA.

If you suddenly register after doing this, then you were temporarily IP banned by the proxy server your ATA was attempting to register with before.
Having Reg Retry Intvl set to 120 seconds and Register Expires set to 3600 seconds in your ATA is extremely important to help avoid temporary IP bans.

"As May 2013, our servers will rate limit REGISTER requests to a maximum of 10 requests per 5 minutes. Each authentication round usually consumes 2 requests (digest auth), so it is a fair number given our guidelines. Also, it does not affect INVITES (which are also authenticated)…"

Afterwards you will be temporarily IP banned by the specific proxy server you were attempting to register with.


Note that only one registration per FPL account is allowed at any time. When there are multiple devices/softphones using the same account, only the most recent registration is valid. The previous device will lose registration, and, consequently, incoming calls will not work on it. This is especially important to consider if someone else is using your SIP credentials (username and password) that are found after logging in at https://www.freephoneline.ca/showSipSettings or if you're trying to register your FPL account with a smartphone SIP app or with another device. Registration is required for incoming calls. It is not required for outgoing calls. A more significant concern, though, is that multiple registration attempts can lead to temporary IP bans. The more devices being used can make the temporary ban happen more quickly. Note that each time you reboot or restart your ATA or SIP app, it's attempting to register with Freephoneline again. Multiple registration attempts within a short period can result in temporary IP ban. Each time you reboot your ATA it's attempting to register with FPL's proxy server.




Steps 6 to 9 you should do, regardless:

6. In the ATA, navigate to Voice-->SIP tab-->NAT Support Parameters, and make sure that the following settings are enabled:

a)Handle VIA received-->yes
b)Handle VIA rport-->yes
c)Substitute VIA Addr-->yes


This helps to ensure the RTP audio stream is being sent to your WAN IP as opposed to your LAN IP due the manner FPL configures its switches.

d) NAT Keep Alive Interval--> 20 seconds

e) click "Save Settings" button


7. Navigate to Voice-->Line (whichever you use for FPL)-->NAT settings
a) NAT Mapping Enable should be yes
b) NAT Keep Alive Enable should be yes
c) NAT Keep Alive Msg should be $NOTIFY

d) click "Save Settings" button if changes were made

8) Log in your ATA, navigate to Voice-->Line-->Proxy and Registration-->Register Expires needs to be 3600 seconds (it probably already is set to 3600)

9) Navigate to Voice-->SIP-->SIP Timer Values (sec)
Reg Retry Intvl should be 120 seconds

Click "Save Settings" button if changes were made

Many older guides for FPL don't include this setting.


10. Reboot modem-->reboot router (wait for it to be fully up and running first before turning on your ATA)-->reboot ATA in that order

This is always the proper device reboot order.

Retest with an incoming call.

11. If there are still problems, try disabling the SIP ALG feature in whatever router it is that you're using. Here's an example:

For the Linksys router listed in your profile, SIP ALG can be disabled by logging into that router and navigating to Administration-->Management-->Advanced Features-->SIP ALG:
Disable it. And click save settings.

12. Reboot modem-->reboot router (wait for it to be fully up and running first before turning on your ATA)--> reboot ATA in that order

This is always the proper device reboot order.

Retest with an incoming call. If an incoming call works, that means your ATA is registered.

Typically, for VoIP SIP services, especially for freephoneline, you want

1) a router that does not have a full cone NAT,

Asus routers, at the time of this writing, produce port restricted cone NAT routers, for example and are fine,

2) a router that lets you disable SIP ALG if it's buggy,

To understand why SIP ALG often causes horrible problems, please visit

If you're dealing with a modem/router combo issued by an ISP or a router with SIP ALG forced on, you may have
to use voip4.freephoneline.ca:6060 for the Proxy Server. The purpose of voip4.freephoneline.ca:6060 is to circumvent
faulty SIP ALG features in routers.

3) a router that allows you to set QoS or assign highest priority to your ATA or IP Phone over all other devices on your LAN (local area network),

For a very general description of what QoS can do for you, visit https://www.voipmechanic.com/qos-for-voip.htm.
The basic idea is if you're torrenting or have a bunch of other computers, smartphones, tablets, etc. downloading and uploading (hogging all your available bandwidth), you don't want
your ATA not to have access to enough bandwidth to make or receive calls properly. So QoS or a Bandwidth Monitor feature (which is just another form of QoS) is a really good idea for VoIP users.

I often get an occasional relative complaining to me, "Hey my calls sound choppy." And then when I go visit, some kids are playing MMOs on a computer, while another person is downloading a huge file,
and another person is backing up files to a cloud service all at the same time someone else is trying to talk on the phone. All those devices, without QoS enabled, are fighting over available bandwidth along with the ATA.

and 4) A router that lets you adjust both Unreplied and Assured UDP timeouts.

Thanks to Mango, many of us now understand that in order for ATAs to remain registered and working properly with a VoIP SIP provider like Freephoneline, in particular after power failures, the following conditions must be met:

UDP Unreplied Timeout (in your router) < NAT Keep-alive Interval (in your ATA; for Obihai ATAs this is X_KeepAliveExpires; for Grandstream, the setting is SIP OPTIONS Keep Alive Interval) < UDP Assured Timeout (in your router) < SIP Registration Failure Retry Wait Time (or RegisterRetryInterval in Obihai ATAs)

“<“ means less than.

When a modem leases a new IP address, a problem can arise where prior associations using the old IP address are maintained in the router. When the ATA attempts to communicate using the old IP address, the response is unreplied, and then if the UDP Unreplied timeout is greater than the Keep Alive Interval (and UDP Unreplied timeout is often set to 30 by default in consumer routers) a problem arises where the corrupted connection persists. If UDP Unreplied timeout is, for example, 17, and the NAT Keep Alive Interval is 20, then the corrupted connection will timeout or close. A new connection will be created, and everything will work fine.

Another problem can occur when the Keep-Alive interval is greater than UDP Assured Timeout (often 180 by default in consumer routers): the NAT hole will close due to the ATA not communicating frequently enough with the SIP server. In turn, incoming calls may, intermittently, not reach the ATA. Again, X_Keepalives expires is supposed to be 20 with FPL.

(the above settings are making reference to those in Obihai ATAs)

Getting access to both UDP Unreplied Timeout and UDP Assured Timeout settings in consumer routers may be difficult, if not impossible. Asuswrt-Merlin (I would avoid any model below/less powerful than an RT-AC68U), third party firmware for Asus routers, does offer easy access to these two settings, which are found under General–>Tools-->Other settings. My understanding is that third party Tomato firmware has these two settings as well. So if your router supports Tomato firmware, that may be another option. Note that I will not be held accountable any damage resulting from failed firmware updates. The keep alive interval for FPL is 20. The SIP Registration Failure Retry Wait Time is 120. I use 15 for UDP Unreplied Timeout and 115 for UDP Assured Timeout.



ISPs do not issue customers routers that can do all four things I just listed. Typically it's far better to have your own router with strong QoS functions and a restricted cone NAT firewall,

Thanks for the suggestions.

So before I had a chance to do anything everything started working again, so know I am wondering could it be that it just took that long (24+ hrs) for my ATA to register with free phone line?

That's not normal. Explanations include internet issue (including possible DNS problem) resolving, temporary IP ban finally cleared, or UDP timeout/NAT corruption finally resolved.

My gear is all plugged into power backups, so I rarely have to deal with outages. However, my equipment reconnects automatically, regardless, and I know everything is configured properly.

My gear is on a UPS too.

the hit I took yesterday wasn't power it was service and it was a quick blip.
I manually rebooted the power on both after they did not reconnect. usually it does.

I am going to swap my Rogers modem, the wireless has been spotty for w while, maybe there is an issue with it. I will also review the settings as suggested above, thx all

Unbelievable. I have to apologize. I don't know what I was doing when I replied to you initially. :roll: Sorry, I was very tired today; I have been tired often lately when I'm online. After I read what you wrote just now, I gave my head a shake, and I read your initial post again.

Anyway, if you find your internet connectivity drops invariably, give Rogers a call. Ask them to run a packet loss test to your modem, check for noise in your area, and check your modem's signal levels.

I thought your power went out, and then I thought your ATA wouldn't register.

I had no idea you couldn't even log in to your ATA. Terrible, on my part. Even worse, I missed what you wrote about the light. I'm very sorry.

Nothing I typed originally, except looking at the light patterns on your ATA and checking to see whether it's fake, has anything to do with your problem.
If the Ethernet light is out on your ATA, check the network cable going into it. Try a different one. It could be a wire that's becoming bent or frayed inside the shielding. A wire that's slowly developing a loose or broken connection can not work and then work again briefly when you move it. Ensure the cable is plugged in fully on both ends. Also check for bent pins in the port on the back of the ATA. Check the port on the back of the Hitron gateway as well.

Is the problem that you were experiencing intermittent connection issues to the ATA (which would explain the lack of the ethernet led not being lit)? See above.

Do you mean that your username and password for accessing the ATA are wrong? Did you receive an error message?
Default username is admin. There's no password (just blank) at defaults, which is bad.
If you've changed and can't remember your admin password, the only way to regain access would be to perform a factory reset, but if you're using a locked ATA for some weird reason, then the reset function of the ATA will also be password protected. After performing a factory reset, you would also need to reconfigure your ATA again.
To perform a factory reset, dial ****.
Then press 73738#. The ATA responds with "Press 1 to confirm or Press * to exit.".
To confirm you want to perform a factory reset, dial 1.
Again, your ATA's configuration guide is located at viewtopic.php?f=15&t=16294.
Only perform a factory reset if you have no other choice. The choice will be yours; I accept no responsibility for problems arising from you performing a factory reset.


Or do you mean that you were unable to access your ATA's web UI?
Dial **** to access the Linksys IVR. At the voice prompt, dial 110# and you should hear the LAN IP Address of the device.
Enter the IP address you hear into a web browser.

Are you able to log in to the ATA currently? Is the ethernet light working properly?

When you reboot the Hitron gateway, wait for it to be fully lit up and back to regular operating status before rebooting your ATA. Reboot your ATA only after your Hitron gateway is fully up and back to normal first. I guess you're not using your own router.

It is possible that there is an issue with the Hitron gateway you have as well, but the first thing I would check is the ethernet cable and ports on your devices. Checking the light patterns on your ATA is important.

It's also possible the ATA is defective if it is intermittently not responding (which may also indicate a voltage issue). You might want to try another power supply for it if you have one available. If you are plugging your ATA into existing wall jacks in your home, ensure the telephone company's lines are disconnected at the demarc. Otherwise, you risk frying your ATA from current that is running from the telephone company's existing wires running to your home.

If you do want to check your settings, there's nothing wrong with that. Do steps 4, 6, 7, 8, and 9 only from my first post if you want. Keep in mind that those settings have nothing to do with the problem you described.

okay so its happening again and I thought i would re post and clarify a little.
So yesterday we were hit with another power blip and even though my Router and ATA are on ups and did not go down my phones are down again. (Rogers Internet and Pap2t ATA)
Tthe lights on the ATA are as follows power and ethernet are green, phone line 1 no lights even though there is a phone line connected. I have rebooted the ATA and reseated the phone cable but nothing, This is the same thing that happened last time and it suddenly started working after a few days, this time it has been for about 30 hours thus far.
I cannot login to my ATA as i do not remember my credentials.
according to the FPL website when I log into my account my sip status is disconnected. I am assuming it could be an ATA issue, but are there any other suggestions of what else i could check before i default it and reconfigure it or replace it.

What brand and model router are you using? Is it still the Linksys router in your profile? Or are you just using a Rogers Hitron gateway by itself?
I do recommend configuring your devices as described in my first response.

The lack of the phone LED being lit means your ATA isn't registered with FPL.
Fiddling with phone cables won't help the registration state.

I don't have any further suggestions.

The problem is your ATA isn't registered. Why? I don't know, in particular because you power cycled the ATA presumably after your modem and router were completely back up and running.
The ATA still didn't register, and you're able to post here (meaning your internet service seems to work).

That situation might suggest a temporary IP ban.
If I'm forced to guess perhaps Reg Retry Intvl (after a failed registration attempt, your ATA will wait the period defined by Reg Rety Invtl before attempting to register again) in your ATA is not set to 120 seconds causing a temporary IP ban due to too many registration attempts within a 5 minute period. The default value for Reg Retry Intvl is lower than 120s.
Unplugging your ATA for a couple of hours may help to clear a temporary IP ban if one exists. Afterwards, plug the ATA back in.

That setting was absent in many older guides on these forums, so if you had been following an older guide, it's entirely possible that you didn't change Reg Retry Intvl to 120 seconds, and that setting only matters after failed registration attempts.



Rogers modem/router combo is useless for troubleshooting.
You can't log into your ATA to run a syslog, and you can't check for a faulty configuration.
You stated you power cycled the ATA (hopefully after both your modem and router were back up and running fully first).
Unless you know how to use Wireshark (or capture data from your ATA), it's pretty difficult to see what's going on.
