I tried to forward my FPL calls to a local number and I'm receiving message "This number is already used by a FOLLOW_ME number".
I deactivated the FOLLOW_ME on my Fongo line but I'm still getting this error message.

Did you remove the number, or just disable it? If you just disabled it the number will still be entered in, what I assume is, another FPL/Fongo account.
