They do if you stop using the service (port out, for example) and submit a ticket requesting that the device not be tied to their provisioning server. Afterwards, the ATA can then be used with any BYOD (Bring Your Own Device) SIP service provider. Otherwise, Fongo Home Phone does control provisioning of the service on the ATA (it's not a BYOD service); the user doesn't. Conversely, Freephoneline is a BYOD service, and users configure their own devices.
The password should work, however, for firmware updates. Otherwise, I'm not sure what the point is in publishing that the password is "admin":
