The city I live in is not on the free calls list. I'm ok with having a non local number. If I purchase the $89 one time fee, will I still have to pay extra for incoming/outgoing calls because I don't live in the "free cities"? I live in Sask Canada. Sorry I couldn't find the answer myself.

You don`t have to worry about your location or the place you are calling to Canada. Fongo offers nation wide free service.

Nope, not to worry. VoIP doesn't work like a traditional line or cell service. So you could use Fongo services in Europe and still make calls to free calling areas of Canada for free. So long as you have some connectivity (WiFi/Data for mobile, ethernet for Fongo Home Phone/FPL), you're good.
