No dial tone and "device not registered" msg after power out

The power went out on my block and when it came back on the phone light on my ata was off. When I pick up the phone there is no dial tone, just a voice msg saying device not registered.

I tried resetting modem/router, factory reset of ata and also unplugging it for 2 mins. Nothing has worked.

I submitted a ticket but haven't heard back. Any suggestions?
