Confirming the same as Hyrules said - an email notification had been sent out several days prior to the maintenance, was posted on our service status page, and also in the forums. Unfortunately the voicemail maintenance did extend a couple hours longer than planned which was updated in our forums.

Looks like it doesn't have any sort of automatic DST in the back end and thus needs to be manually changed when DST starts and ends.

Voicemail services were restored within the last ~30 minutes. We apologize for the longer than expected downtime on this part of the calling platform.

A few updates are wrapping up on the voicemail system which ran a little longer than planned. Voicemail service should be restored shortly and we will update as soon as it is.

If you've received the completion email then your number is already on our network and ready to go! When a porting date was confirmed we would have also sent you an email, but if you don't remember seeing that one then it may have been caught in a spam filter perhaps.

If you've submitted a billing ticket then the team will get this corrected and follow-up with you as soon as they pick-up your ticket. The rep wouldn't have intentionally charged you three times, it was more than likely some sort of system error or glitch that caused the triple charge, or something ...
