Thank you. Disabling SIP ALG on the router solved the issue.

[Resolved] problem with incoming (FPL/Fongo to FPL) calls
This started a few months ago now. My FPL account can make calls, but it can't receive calls from another FPL or Fongo number. It can receive calls from regular landline or cell phone numbers.
