Problem solved! All it took was a simple reboot of the modem, router and ata. I don't know why I didn't think about this possible solution before but it was the first thing I tried and voila a dial tone. Thank you for your time and assistance.

Have you tried connecting the ATA directly to the DSL modem .... I assume that the device has a to ethernet output. The problem that you are having may be caused by the D-Link router. What models are the router and the modem? Does the router offer SIP ALG? It's the DI-604 router and I didn't do a s...

Are you trying to connect to FPL and it did connect OK previously but how was it configured on another computer and worked with a wireless router? Does the ATA get an IP address from the router OK? If your DSL is working then, once configured your ATA should give a dial tone when connected to a SIP provider. I guess Velcom is providing DSL over the Bell line.
