Problem solved! All it took was a simple reboot of the modem, router and ata. I don't know why I didn't think about this possible solution before but it was the first thing I tried and voila a dial tone. Thank you for your time and assistance.

Have you tried connecting the ATA directly to the DSL modem .... I assume that the device has a to ethernet output. The problem that you are having may be caused by the D-Link router. If your DSL is working then, once configured your ATA should give a dial tone when connected to a SIP provider. I guess Velcom is providing DSL over the Bell line. My number was ported to Fongo on Friday but I still have Bell as my internet provider. The internet is still working but do I need a dry loop from Bell for my linksys ata to generate a dial tone?
