Yes it is local, but FPL is treating it as not covered. - I added funds to my account, and when I received a call from my wife and later checked my account i was charged for the call.

No they would not be charged long distance - the call would be treated as any other they receive, according to their cell phone plan. For example if they were pay as you go - it would count as minutes used.

Another thing to try - if you are using a STUN server - don't.
Turn it off and try it without STUN - this may solve the issue.
