What about 310 toll free numbers? I.e. 310-BELL? They seem to work sometimes when you add the area code but not all the time. I guess it depends how the call is routed at that particular time.

it's possible that rogers is filtering your connection due to P2P even when you're not using it. Some VOIP packets get caught in the process.

Faxing works fine if you are not sending too many pages. If you are, you may get an error.
Using default settings on PAP2 v1 & fax machine.
Don't think FPL supports T.38, just use G711 and you'll be fine.
Also don't use your internet for anything else while faxing.
