Bucharest is a very expensive place to terminate to and 10C/min is correct. Most other carriers range from 7C-49C/min to this region. Your problem is most likely that new DNS settings didn't propagate in your ATA properly. Do what OverDrive said and let us know.
If it still does not work, pick up the phone and dial ****. Do you get into the configuration menu?

General Settings > Extension prefix for dialing direct to voicemail > [*]
Can you change that prefix to something else, like [**] or [*9]?
Then make sure you have *98 in your dial plan for your FPL trunk and the outbound route.

ATA cannot do PPoE, so you are ALWAYS using the router. Either Belkin or the one built in the modem. I had the same problem with another provider. Tried Pbxes, my home asterisk server and an ATA. No incoming anywhere, outgoing worked fine. So I gave up on it and left it registered on the ATA for out...

You need to disable *98 feature in Pbxes. Look for it in feature settings.

Why not set your modem to dial in, then try using belkin as a switch (disable DHCP).

I think they did it on purpose to discourage people using asterisk and abusing the service. And rest of us using it for residential purposes got shafted in the middle.

Why are you forwarding 6060/6061 to your PAP2? Those ports are used by the softphone not the ATA (though they work).

Indeed, the voice problem has always been an issue. It is actually skipping of dialogue for fraction of a second every now and then. This can be heard at both ends of the phone. Otherwise the voice quality and clarity is fantastic. I tried disabling the QoS but again no avail. Would it be possible ...
