1- Remove FPL and Java
2-Download and install CCleaner into your computer
3- Run it (this will delete any entry in your Window's Regedit)
4-Install Java and finally FPL

Yes, it is strange that they are not working, I could suggest you 2 more options:

1-make a factory reset from the ATA adapter

2-Update the firmware version.

Basically you daughter has 2 different FPL #s if I am not mistaken, the question is do you buy 2 Config file for those 2 different numbers? Because if answer is not and you only bought one and try to use both line then it will not work.

Have you make port forwarding already 5060-5061 and 10000-20000 in the UDP?

That is the right place to put the numbers where it says start enter 5060 and end 5061, where you have 13000-13001 you could replace it for 10000-20000 and give it a try
