FPL does not support the new area code (438) in Montreal and surroundings. Its considered long distance or international call.
that means you can't call a number starting with the new area code 438, with out buying credit and it will cost 2 cent/minute
I called FPL they said they can do nothing about it for now.

Completely false, FPL also gives the number in 438-238-XXXX and 438-338-XXXX.
Recontacted the technical support and provides the number you have a problem to put it to their number table.

Yeah definitely send an email with the NPA-NXX and they will need to add it.

438-xxx-(don't need the last 4)
NPA is 438
NXX is the next 3
Phone numbers are in the format
NPA-NXX-LINE
Think of NPA as the area code (which it is)
NXX is the exchange or rate-centre
and LINE is the last 4 digits of the subscriber number
The FASTEST way to get a number added to the FREE list (if it is FREE) is to PM FPL-Steve (find him on almost any forum).
To check out the status of WHERE your NPA-NXX is, check this website...
