According to instruction in the page, I tried to install FPL app in ipad, but it does not install after download the software. Any help will be appreicated.

FPL does not have an app for the iPad.
Fongo does and you just need to search for 'fongo' in the app store.
FPL does have a desktop app which you can install on a Windows computer, or a MAC computer. This app will not work on anything else like an iDevice, an Android device, Ubuntu, Unix, etc.

I have fongo in my ipad, but I also want to install FPL in ipad.
However, I was misled by the bottom part of the page--"download now Mac OS"

As far as I know, the iPad does not use the MacOS desktop operating system. That might change in the future.
Freephoneline has desktop clients. For the most part, their desktop clients do not support mobile devices.
If you do decide to purchase the Freephoneline SIP settings for $50, you can use whatever SIP device you want. Apple mobile devices apparently have quite a few good ones.
