In goes into 'custom dial patterns".

Actually do this:
In 'custom dial patterns" of your outbound route add:

1XXXXXXXXXX
XXXXXXXXXX
98
911

And in the 'Dial Rules' of your trunk add this:

1XXXXXXXXXX
XXXXXXXXXX
911
*+98

Then you would dial 98 for FPL VM.
