I found the problem.
Kaspersky Pure 3.0 web anti-virus protection doesn't like it and is blocking the site from loading. As soon as I disable web antivirus protection, ldservices loads fine.
Wasn't easy to figure out, since no pop-up appears from Kaspersky warning me that it blocked the site.
It's really strange because Kaspersky lets me visit the rest of the site

Couple of other people I know can't visit the rates page either, and I reproduced the issue on another computer. Kaspersky Pure 3.0 Total Security and Kaspersky Internet Security 2015 (and possibly Kaspersky Antivirus 2015) basically feel the FPL rates webpage is infected and a threat. Consequently, the page is blocked and doesn't load.
