KW number, local for Guelph?

I am wondering if a KW number is also a local call for Guelph?

All FPL are "local" for each other (free long distance - to most major cities and ALL FPL numbers)

As for the KW numbers called from Guelph I doubt it. It is 519 yes but they are still in different NXX's (NPA-NXX-XXXX = 519-804-7891)
