Well, useless information, perhaps. Useful for me, here is a compilation that I have put together. As usual, if you have any further information or corrections or what-have-you, please let me know!!

Does FPL/Fongo plan to implement the 511 (Road/Highway Condition Report) redirection for Ontario regions?
What does FPL/Fongo need in order to have the 511 service for your customers?

These codes are not supported to be dialed directly from your phone.

However, you can change your dial plan to map those numbers directly on your ATA and dial the desired code.

Unfortunately, what you call " a simple number substitution" is a little more complicated than that.
Perhaps you can try my suggestion from earlier (dial plan mod) or try to transfer your number to a different provider who supports this functionality.
