How do I send anonymous calls directly to voicemail

I would like to know how to set, either in PAP2T or in the portal, (1)-anonymous calls (no caller id), and (2)- calls that have caller id's that begin with 0 or 1, to be sent directly to voicemail without my phone ringing?
