YES, that did work, i just entered another invalid number. however the voice being dim and chopped up every so often is still there even though i opened up the ports etc.

Those are simply minimum requirements - the same as reading system requirements on a video game box. It will work on those requirements, but how well will be dependent on the users computer and how they allocate their bandwidth usage. For it to always work 100%, then 1mbps+ is recommended.
