can I use Unlock key ($50) + ATA and avoid $4.95/m fee
I am wondering if people with the unlock key can use it on a ATA and not to pay the $4.95 monthly fee?

You can use your own ATA device then you don't have to pay $4.95 monthly fee

Explanation: Every CLEC (Competitive Local Exchange Carrier) is given a termination fee when they receive a call from another network. Additionally FPL is owned by Fibernetics which is a business/enterprise level phone service provider, and the CLEC under-which FPL is titled.
Then FPL makes money from it's competitive, strategic and advertising partnerships through ads streamed on the FREE softphone, and through various other competitive offers, like Fongo Home Phone which aims to be a more company supported version of the FPL service. You can almost view the Fongo 4.95/mo as an ATA rental fee, as opposed to purchase the ATA, and in addition your ATA has a little more support than running one's own device does.
Finally, they make money per account sign-up in way of VoIP unlock purchases, administrative fees, and equipment sales. Oh did I mention that FPL is also a DSL provider with unlimited bandwidth packages?
As you can see, the strength of FPL comes from an integration of services, diversity, and creative use of technology.
