If freephoneline forwards my call to my cell, am I using the freephoneline network when I answer my cell or am I using minutes from my cell phone carrier?

If you're on your cellphone, then you're using their network. It isn't possible for another service to "bypass" your cellphone network and plan.
It's simply forwarding the call to your cell like a regular call.
