Local 3-1-1 service

Ack -- the search feature that does not recognize 3-1-1 as a search term.

This topic comes up frequently, so I am stickying it here and trying to compile a list.

3-1-1 service is SUPPOSEDLY supported by Fongo in certain cities (and those cities supposedly have to request 3-1-1 to be activated). However, it seems to have been failing in various cities that previously had it implemented (Steve, you were supposed to be looking into this!).

Hopefully, the search engine will pick up the 3-1-1 or 311 "municipal number" "city hall number" "city service number" thread in the search correctly ... for Toronto, Vancouver, Montreal, Calgary ....
