Linksys Adapter PAP2 screams

Hi just wondering if any of you might know what is causing this. As soon as I inter the power cord in the phone adapter is starts screaming (long continus beep). It doesn't change if I remove the phone cord or the ethernet cable. No red light.

Time to get a new, better ATA, like an Obihai device.

If I were to guess, one of the capacitors on the PAP2 is about to give out, and the device will eventually die.
