Is there a way to disable voicemail with Fongo Mobile?

No. Fongo generates a small amount of revenue for incoming calls that reach Fibernetics' network (termination fees). Eliminating the voicemail system would increase the likelihood of incoming calls not being answered in some manner (either by interaction with the Fongo Mobile app or its voicemail system).
