App and Desktop Not Working

Can someone help me. I got a dial voice #. It was working for a while but suddenly it stop working. Whenever I dial it my desktop / ipad won't ring anymore. It just goto the forwarded phone. If I disable the phone it goes right to voicemail. Any thoughts ? Also is there a software I can get using my desktop to work with my dell voice # where I it will support DTMF ?
